What is the Private Service Lateral Program?

It's a mouthful to say - so we refer to it as the PSLP. It's a program designed to inspect, test and repair sewer service lines from either homes or buildings to its mainline. The repairs might include anything from the removal of root blockages to realigning joints.

Only WWTA customers served by the gravity portion of sewer collection system will fall under the PSLP sewers. While Signal Mountain is the first municipality the WWTA will serve, the program will ultimately serve all of WWTA's members and unincorporated Hamilton County.

This program came to be after Hamilton County received an order from the Tennessee Department of Environment and Conservation, also known as TDEC. The county needed to correct bypass issues on Signal Mountain. Until those problems are addressed, the WWTA is not allowed to connect new customers to the Signal Mountain collection system.

On May 1st of last year, the WWTA implemented an $8.00 fee for the PSLP. This is part of the requirements set forth by TDEC.

The first two goals of the PSLP includes inspection and testing of the property's sewer lateral. The estimated cost for this is $250-$350 per service line. The third goal of the program is to make repairs. Those repairs are estimated to cost between $3,000 and $5,000 per line. The WWTA Board voted unanimously to implement the monthly $8.00 fee for the next 20 years to finance the program.
